    China launches latest mapping satellite of Tianhui-1 series

    • China has successfully sent Tianhui-1C mapping satellite a third mapping satellite of the Tianhui-1 series  into orbit which will enhance the country's ability to carry out scientific research, mapping and disaster relief.
    • Tianhui-1C mapping satellite was launched from the Jiuquan launching base located in the country's northwestern Gansu province. It was overall Long March rockets series 215th successful launch.
    • The satellite was developed and produced under the auspices of CASTC and is the third satellite in the Tianhui-1 series. The first Tianhui 1 mapping satellite was launched in August 2010.

    Application :-  It will be used for scientific experiments, land resource surveys, mapping, crop yield estimation and disaster relief.

    7.5 magnitude earthquake hits Hindu Kush in Afghanistan

    • A powerful earthquake of 7.5 magnitude centred strucked the Hindukush region of north-eastern Afghanistan and Pakistan killing nearly 300 people . The epicenter of earthquake was near Jurm in northeast Afghanistan, 250 km from capital Kabul, and at a depth of 213.5 kilometres. 
    • It should be noted that the last major earthquake in the same region of similar magnitude was almost exactly ten years ago in October 2005, killing more than 75,000 people and displacing some 3.5 million more.
    • The notable difference between this earthquake and the 2005 earthquake is the depth of the seismic activity. The 2005 earthquake was 15 km deep while this earthquake was 212.5 km deep.
    • The earthquake shook north India ( Delhi, Kashmir, Rajasthan, Himachal Pradesh, Uttarakhand, Haryana and Punjab) with tremors that lasted almost a minute. Hundreds rushed out of shaking buildings and remained on the streets for some time, fearing aftershocks.

    "Western Himalayas" a dangerous seismic zone :- 

    The region has a history of powerful earthquakes caused by the northward collision of India with Eurasia. The two plates are moving towards each other at a rate of 4-5cm per year. In 2005, a magnitude 7.6 quake in Pakistan-administered Kashmir left more than 75,000 people dead. In April this year, Nepal suffered its worst earthquake on record with 9,000 people killed and about 900,000 homes damaged or destroyed.

    • India’s ace women archer Deepika Kumari bagged her fourth silver medal in five years at the 'Archery World Cup Final' held in Mexico City. Prior to this Deepika has won it after being runner-up at Istanbul (2011), Tokyo (2012) and Paris (2013) Archery World Cup Final.
    • In the final match Deepika Kumari was defeated by South Korea’s Choi Misun who won gold medal by a score of 6-2. It should be noted that In this edition of World Cup, India won two silver medals as earlier Saturday, Abhishek Verma created history by winning silver medal in Archery World Cup Final.

    Reva Khetrapal finalized to be appointed as the Lokayukta of Delhi

    • Former Delhi high court judge Reva Khetrapal has been finalized to be appointed as the Lokayukta of Delhi. Khetrapal was chosen among retired Chief Justice of Orissa High Court, Bilal Nazki, retired Chief Justice of Haryana and Punjab High Court, Jasbir Singh. The post has been lying vacant since two years.
    • With this appointment Reva Khetrapal will become the fourth Lokayukta of Delhi and shall have five years terms as per Delhi Lokayukta and Uplokayukta Act, 1995.
    • The state law department had proposed these names for the post of Lokayukta of Delhi. Lt Governor Najeeb Jung held consultation with Chief Minister  Arvind Kejriwal, Opposition Vijender Gupta among others to finalize the candidate for the post.

He will also be leading the social media communication for Flipkart.
    • Samar has over 17 years of experience in the consumer goods industry. He has spent 15 years with Hindustan Unilever across various marketing, sales and business assignments. In his last assignment as chief sales officer of Marico where he was instrumental in kicking off the go-to-market (GTM) transformation journey in India 
    • Subandh is a management graduate from the Indian Institute of Management, Kolkata, and helped to  shape and scale up several brands such as Vim, Comfort, Close Up, Domex, Surf, Rin and Sunlight during his tenure at Hindustan Unilever.

    • Renowned Kannada filmmaker Kikkeri Shamanna Lakshminarayana Swamy  (KSL Swamy)  known for his works like Lagna Pathrike, Gandhinagara and Driver Hanumantha, passed away recently. He was 77.
    • Swamy was ill since quite some time now and was battling sickness related to respiration since over a month. He was also undergoing treatment for the same at a private hospital and was said to be in recovery stage.

    Facts about  KSL Swamy :-

    • In his 49-years of career Swamy had directed as many as 37 films. Tugudeepa (1966) was his debut film. Savira Mettilu (2006), which he co-directed was his last film.
    • Swamy began his cinematic journey as an assistant to legendary filmmakers such as GV Iyer and MR Vittal. In 1966, he made his directorial debut with Kannada film Thoogudeepa.
    • He touched the heart of masses through his films including Gandhi Nagara (1968), Bhagya Jyothi (1975), Malaya Marutha (1986).  His film Jamboo Savari won the National Award for the Best Children Film in 1989.

    Noted criminologist K Chockalingam has been conferred with the Paul H Appleby Award for his distinguished services to public administration.The prestigious award was conferred by Indian Institute of Public Administration (IIPA) to honour Chockalingam, who has served as professor and researcher in criminology in University of Madras and is Vice President of World Society of Victimology.He also worked as Chair Professor of criminal law at the National Law University (NLU) in Delhi from 2012-14.

    Facts about criminologist K Chockalingam :-

    • He has also authored four books and more than 75 research papers and won many awards including Senior Social Scientist Award of Indian Society of Criminology 1994 and Distinguished International Scholar Award of American Society of Criminology, 1996. 
    • He is also the founder and president of Indian Society of Victimology since 1992 and International Advisor of Tokiwa International Victimology Institute, Japan since 2003.

    About the award :-

    The award by IIPA is a tribute to Paul Appleby, a noted author of works in the field of public administration who helped in developing the vision of the institute in the early years of its founding.

    Tsunami Early Warning System Siren successfully tested in Mumbai

    • The newly installed Tsunami Early Warning System Siren was successfully tested  in Mumbai. The test was conducted between 12.00-12.10 pm near INS Angre in Fort area.
    • The Siren and a Digital Electronic Board is part of a system for issuing early warning in case of a tsunami threat in the Indian Ocean Region (IOR). 
    • The siren has been connected to the electronic Display board and will now be remotely controlled by Indian National Centre for Ocean Information Services (INCOIS), Hyderabad. The siren will operate continuously for one minute in case of a possible tsunami threat. 
    • Based on a request by the Indian Navy, system is installed at the Meteorology Office of Western Naval Command by INCOIS, an autonomous organisation under Ministry of Earth & Sciences (MoES), Government of India . It has far reaching impact on the reaction time available to the Indian Navy in responding to the natural calamity. 
    • Post successful completion of drill, testing of the Tsunami Warning Siren is planned to be carried out on regular basis between 12.00 - 12.10 pm on 2nd and 4th Saturday of every month commencing November 1. The alert system is important step for cities like Mumbai where a large population lives around the coastline.

  • ‘Sin tax’ for alcohol, tobacco industries in GST regime

    Alcohol and tobacco industries will have to pay more taxes towards an additional 'sin tax' under the proposed GST structure that seeks to bring in a uniform indirect tax regime across the country. 

    What is sin tax ?

    A sin tax is an excise tax specifically levied on certain goods deemed harmful to society, for example alcohol and tobacco, candies, drugs, soft drinks, fast foods, coffee, and gambling.

    Benefits of sin tax :-

    • These additional taxes are also seen as efforts to discourage people from use of such products or services. 
    • such taxes are often the most common measures by the governments to shore up their tax revenues as people generally refrain from opposition to such levies as they are indirect in nature and affect only their end users. 


    The Finance Ministry is currently seeking inputs from the industry and other stakeholders at national, state and local levels on the Goods and Services Tax (GST) law.The government is meanwhile undertaking the preparatory work necessary for GST implementation, which will subsume various taxes like excise, service tax, sales tax, octroi, etc, and will ensure a single indirect tax regime.
